Here’s how they did it:
border-bottom: 1px solid #cbeefa;
box-shadow: inset 0 -4px 0 #cbeefa;
Combination of a box-shadow and bottom border – which I’m assuming is for a fallback in case the browser doesn’t support box-shadowing.
